verification process

When i activate the plugin, the first email the user will get when register, is a activation email.
But same time he also gets a email with passwort reset button. the new registered user needs first to activate the email and then the passwort reset. that does not make sense, as usualy behaviour would be click on the last email we get and there would be a error, as the passwort reset link would be not valid as the email was not verified. did i miss something, or can we make the passwort reset email comming only when he verified the email? Or do we need even the activation email, because when he reseved the passwort change email, he is verified as he became that email?
