Plugin is sending TWO emails to users. How do I stop this and only have ONE email being sent?

Welcome to our forum.
as per my previous experience, this issue is happening if you use the register form shortcode under post loop. so it will execute by the loops and send email same as loop count(in your case 2).
try using register shortcode without page builder and see the result.
