I am needing a plugin for my job board. I need users to be able to create listings, freelancers apply and are hired directly on the site, and the employer can pay onsite and have a 2% service fee deducted. Can this plugin do those core capabilities? Additionally, I would like employers to be able to rate freelancers after the job is complete and message freelancers directly on the site.

Unfortunately, sorry to say, Job Board Manager not ready to build freelancers market place like the feature you want. I hope future version will bring this feature.
