Welcome to PickPlugins.
Surely you can do that!
Suppose you want to create a custom template for new user registration.
For that, go to user verification => Email Templates and from the right side, expand the New User Registration panel. Under the email body, switch the Text tab to write custom HTML. Kindly follow my screenshot.

At the same time, you can switch the Text tab to Visual and edit the template.
