I just bought the pro version. The settings under elements for the add to car button do not function.

I just tested these settings, I can see the custom background and text color for cart button working fine.

this might be the cache issue or CSS override by your themes or 3rd party CSS.
if you please send me your link then I can check the issue.

I have checked your link, I can see you are using custom cart button, default WC cart button doesn't display the quantity input fields, but I can see your cart button also displaying quantity input fields.
