How to add the attached files?

I was following the setup guide. After creating new page and added the shortcode, I tried to follow step 2.
However I do not see "Option/Security/Messages" in the tab. Instead, I see General/Protect Spam/Messages/reCAPTCHA instead. Can help please?

this is probably old version of documentation issue, please see the screenshot of latest version,

after creating new page you will need to select the option "Choose verification page" choose the page where you paste the [user_verification_check] shortcode.
