Don’t see ability to upload resume on application

See this sample position:

If we go to apply by email, there is no option to submit a resume. I can't find any option in the settings that I've missed. Is this a missing feature or do I need to do something to turn it on? I know there is a Resume Manager add on but that doesn't seem to be what I need here. Please assist.

I cannot share the Admin credentials here, so please offer advice on where to make edits, if needed.
